Financial Resources for Nature and Landscape Conservation (M7)

The amount of money spent by the authorities on nature and landscape conservation is an indirect indicator of the rank nature conservation occupies in government policy and the extent of the effort Switzerland is making to protect or restore nature. However, the level of resources spent does not reflect the efficiency of the funds’ use.

Development in Switzerland

All expenditure by the Federal government, the cantons, and the communities is categorized by domains. The chart below illustrates expenditure coming under the nature conservation domain.

Share of nature conservation expenditure in total public expenditure:

Comments
• While expenditure on nature conservation has been increasing until 2001, it still accounts for only a tiny fraction of total spending.
• In 2007, the Federal government, the cantons and the communities combined spent roughly 24 Swiss francs per capita on nature conservation.
• Compared to 2006, the Federal government spent considerably more money for nature conservation in 2007. This increase was due to an open credit which was paid to cantons by the Federal government in the context of the new financial equalization system (NFA).
• In 1991, parliament set up the Swiss Landscape Foundation and endowed it with 50 million Swiss francs. Distributed periodically until 2011, another CHF 50 million have been appropriated to the Foundation in 1999.

Significance for biodiversity

The amount of money spent on nature conservation is an indirect indicator of how well Switzerland takes care of nature. It also reveals the rank nature conservation and hence biodiversity occupy in politics.

After increasing in the 1990s, the share of nature conservation spending in total public spending has remained relatively stable in recent years. As a rule, more funds create better conditions for nature conservation.
